UN Security Council Backs Trump's Gaza Initiative

The Security Council has voted to endorse measures advanced by the US president for securing a long-term stability in the Gaza Strip, featuring the stationing of an multinational security unit and a eventual avenue to a Palestinian statehood.

Widespread Approval with Key Absent Votes

The proposal was approved by a tally of thirteen supporting, with Russia and China declining to cast votes. The US envoy Mike Waltz informed the council chamber that it charted “a different path in the area for Israelis and Palestinians and all the residents of the region alike”.

Compromise Phrasing on Palestinian Statehood

The inclusion of mentions to an independent Palestine was the concession the America agreed to for support from the Arab and Islamic world, who are likely to supply security forces for the multinational unit.

“Provisional steps that we embark on today must be carried out in adhering to legal norms and upholding Palestinian rights,” James Kariuki affirmed.

Government Objection Remains

Nonetheless, on the eve of the resolution approval, PM Netanyahu reiterated his cabinet's adamant opposition to the establishment of a Palestinian state, raising questions on whether the Israeli government will allow the enactment of the Council-backed plan.

Main Elements of the Resolution

  • Swift elimination of remaining curbs on assistance into the territory
  • Establishment of an multinational peacekeeping unit
  • Moves towards restoration and a potential “avenue to Palestinian sovereignty and statehood”

Ambiguous Phrasing and Requirements

The reference to independence was a balanced insertion to an initial US draft which excluded it. However the phrasing is vague and conditional, promising only that once the PA has undergone changes and the rebuilding of the strip is under way, “the conditions may finally be in place for a credible pathway to Palestinian self-determination and nationhood.”

International Feedback

The wording was insufficient of the definite pledge to the building of a sovereign Palestine next to Israel desired by Arab and Islamic states, as well as EU representatives, but in addresses to the chamber after the approval, delegates from those states said they were willing to endorse the agreement in the interests of continuing the present ceasefire and swift steps to assist and secure the over two million Palestinian residents in the strip.

“Our delegation has ultimately decided to endorse of this text, a text that we support its primary aim, namely the continuation of the truce and the establishment of situations allowing the Palestinians to claim their immeasurable rights to self-determination and statehood,” Amar Bendjama stated.

Practical Difficulties

The resolution grants overall oversight authority to a “board of peace” led by Trump, but of unspecified participants. The group has to report to the UN but it is not bound by the desires of the UN or by the PA.

Additionally, it requires the formation of a expert Palestinian panel that is expected to manage day-to-day governance of the Gaza Strip and the delivery of services, but it is quite ambiguous who would be involved.

Stabilisation Team Mandate

The mission of the ISF gives it authority to neutralize and disband fighting factions in Gaza, but it is quite ambiguous that possible sending countries would consent to confront such organizations. None of the states has to date committed itself to sending peacekeepers.

Furthermore the criteria for modification of Palestinian leadership, the prerequisite towards progress on independence, have been vague.

EU representatives said they deemed it necessary that the names of the expert panel to provide utilities was agreed as without delay.
